Spirit Lake Parks & Recreation

Special Meeting

Wednesday, November 2nd, 2011

6:00 PM. City Hall

Chairman Marc Kroetch opened the meeting for Parks & Recreation at 6:00 pm.  Present were members   Michelle Kelly, Kevin Miller, Terry Devore, Shelly Nave and Kim Harlow.  Member Mike Clary was absent.   Activities Director Heather Riney was present as was visitor Rob Street.

Kevin Miller motioned to accept minutes from September with a second from Michelle and a vote of aye by all.

Michelle motioned to hold Winter Fun Fest 2012 on Saturday. January 28th.  Kevin seconded the motion with a vote of aye by all. Some minor changes were discussed.  The board would like to hold it again on Sempre’s property across from City Hall.  Most of the same activities will be held with the addition of more children’s games. A motorcycle club is interested in holding a fundraiser immediately following the activities and donating their proceeds to Parks & Rec.  Carolyn Chapman has been invited to attend the November meeting for Park & Rec to help coordinate the events.

Kim motioned to set a public hearing on Nov. 30th, 2012, 6:00 pm at Spirit Lake City Hall, for the adoption of a fee schedule for the Park & Rec activities.  Michelle seconded the motion with a vote of aye by all.   Those wishing to be in attendance and/or speak either for or against the rates set forth by the commission may attend this hearing.

Heather gave an update on the fall and winter sports and activities. 3rd & 4th grade basketball season is just beginning.  Heather has many activities getting ready to take off including Song & Dance, more Zumba, Scrapbooking, Body Pump, and a Busy Parent Cooking Party.  Check the cities web page to see more detailed information on these activities.  Flyers will be printed for Miller’s Harvest Food’s to hand out to customers.

Marc gave a bid of $1200-$1600 for 2 signs to be made for Volunteer Park.  We still need to seek permission from the 1st Lutheran Church on the corner of Jefferson & 5th (hwy 41) to erect one of the signs.

Existing signs will be repaired and improved in the spring.

Kim and Shelly are seeking re-appointment to the committee as their terms expire on Dec. 31st, 2011.  Mike is unavailable at this time for consideration.

Under “New Business” Michelle expressed concerns about the use of the Community Center for Park & Rec activities.  Minor conflicts arise between the seniors and the use of the kitchen, and the song & dance and exercise programs taking place there.  The facility is not desirable for these types of activities as well.  Alternatives are being sought.

Marc and Kevin are looking into the “Panhandle Park Foundation” to possibly help acquire more property for Parks and activity use.

Shelly motioned to close the meeting at 7:30 with a second from Michelle and a vote of aye by all.
